Istra 1961 reduces budget and changes strategy, which means that the club will focus on developing young players from Istrina academy and Alavés B. This is a decision made by the club's management, which was announced at an informal meeting with journalists. President Branko Devide Vincenti, sports director Saša Bjelanović, and executive director Mikel Lauzurica Evolet explained the direction in which the club intends to move in the upcoming season. Istra 1961 will focus on developing young players, who will make up 60 to 70 percent of the team. The rest of the team will be filled with more experienced reinforcements. The goal is for young players to develop in Pula so that one day they can compete for La Liga. Fans have long wanted to see more domestic players, but at the same time, there has been a growing desire for a results breakthrough. Istra 1961 has solved many inherited problems and stabilized its operations in the first part of the eight-year period under the current owners. In the second part, a results improvement followed, with fifth and two sixth places achieved. With a reduced budget, it is difficult to expect that a younger and cheaper team will automatically achieve better results. One of the key topics was also the selection of a new coach. The club explained that they decided on Javier Cabell because he knows the idea of Alavés, the system of work, and the players from Alavés B who could come to Pula. For Krešimir Režić, it was said that he is not as familiar with that pool of players. Istra 1961 will also experience changes in the player squad. The sports director confirmed that Josip Radošević is leaving the club because he does not fit into the vision of the new coach. Offers exist for Taraba, Maurić, Frederiksen, Kolić, and Rozić. If Advan Kadušić wants to leave, the club will not make problems and could let him go as a free agent. Good news for fans is that Ante Lončar and Haris Prevljak are staying with the team. The arrivals of Ivan Šaranić and Bojan Ilievski have been confirmed.
